Dilmurod Khamidullayevich Nabiyev was born on September 20, 1978, in Tashkent. He graduated from Tashkent State University of Economics in 2001. He holds a Doctorate in Economics and is a professor. He is also a member of the Democratic Party of National Revival. Nabiyev is fluent in Russian and English.

His career began in 1996 as a manager in the marketing department of the limited liability company “TAN-SI.” From 1997 to 2000, he worked as an assistant manager at “Uzbekinvest,” the national insurance company. From 2000 to 2008, he held several positions at the Ministry of Higher and Secondary Specialized Education, including stenographer of the first category, senior specialist, assistant to the Minister, and deputy head of the Department for Coordinating Scientific Research Activities.

In 2008, Nabiyev became Deputy Dean of the Faculty of International Economic Relations at Tashkent State University of Economics, and from 2008 to 2010, he served as Dean of the same faculty.

From 2010 to 2011, he worked as the Lead Consultant in the group responsible for science and scientific-technological development at the Office of the State Advisor to the President of the Republic of Uzbekistan on Science, Education, Health, and Sports. In 2011-2012, he served as the Lead Consultant on higher education matters in the group for the implementation of the National Program for Training Personnel at the Presidential Administration. Between 2012 and 2014, Nabiyev held the position of Chief Consultant in the group focused on science and scientific-technological development within the Presidential Administration. From 2014 to 2016, he served as Deputy State Advisor to the President of Uzbekistan on Science, Education, Health, and Sports.

From 2016 to 2017, Nabiyev was the Head of the Information and Analytical Department on Education, Science, and Youth Policy in the Cabinet of Ministers of the Republic of Uzbekistan. Between 2017 and 2018, he was the First Deputy Minister of Higher and Secondary Specialized Education, and from 2018 to 2021, he served as the Minister of Physical Education and Sports.

Since February 2021, Dilmurod Khamidullayevich Nabiyev has been serving as the Rector of Karshi State University.

  • To provide the implementation of the laws of the Republic of Uzbekistan, decrees and orders of the President, resolutions of the Oliy Majlis and the Cabinet of Ministers in the field of education and grassroots training;
  • To bring forth training of highly qualified personnel with high moral and ethical qualities, able to think independently, mastering the methods of organizing work in a market environment;
  • Assemble of training of highly qualified personnel on the basis of state educational standards;
  • Secure the performance of use of the tasks set by the Law of the Republic of Uzbekistan "On Education" and the "National Training Program" in college;
  • Determine the powers of all departments of the college institution, planning, coordinatin, managing their activities, training qualified personnel for management positions in the college institution, selection of staff, recommendation and enacting to management positions;
  • Pertain material and moral incentives, social protection, disciplinary action;
  • Control over the formation and effective use of revenues of higher education institutions;
  • Arrange research, increase their effectiveness and widely implement the results of research, ensure the integration of higher education, science and industry;
  • Formulate and fashion the creation, translation and publication of textbooks and teaching aids in accordance with the requirements of the concept of creating a new generation of textbooks for continuing education;
  • Coordinate the introduction and effective use of advanced forms of teaching in the educational process, including distance learning, new pedagogical and information and communication technologies;
  • Supervise spiritual and educational work, the formation of a national idea in staff and students;
  • Admission to the student, master's and trainee-researcher-researcher-researcher institute, expulsion, reinstatement, ensuring compliance with internal regulations;
  • Ensuring professional development of instructors;
  • Adjust and marshal of social services and other conditions for students, trainees, researchers and teachers, ensuring their social protection;
  • Ensure continuous quality control of the activities of faculties and departments, the educational process, lectures, practical and laboratory classes, teaching and production practices, other types of training;
  • Establish of events aimed at determining the prospects for the development of areas and specialties in the educational institution (scientific and practical conferences, participation in international conferences, creating conditions for the use of information space, literature, information on the development of science and technology, information citation of materials), on the basis of which to ensure the improvement of state educational standards, curricula, textbooks, to direct scientific research;
  • Develop a marketing service, study the demand and need for education and specialties, analyze the practical employment of graduates, conclude cooperation agreements on targeted training;
  • Expansion and implementation of measures to strengthen and develop the material and technical base of the higher education institution, to lead the Academic Council of the higher education institution, to improve the structure of the higher education institution, to organize, liquidate, change;
  • Advance scientific and creative relations with foreign partners, ensuring the attraction of investments and grants, the establishment of joint ventures (departments, research centers, research, projects, etc.);
  • Cooperation with public organizations, the Board of Trustees and other similar non-governmental organizations;
  • Ensure the implementation of other tasks set by the competent authorities for the management of the educational process
