The Council of Karshi State University (hereinafter referred to as the Council) is the university’s permanent supreme collegial governing body. The Council operates in accordance with the Constitution and laws of the Republic of Uzbekistan, the Decrees, Resolutions, and Orders of the President of the Republic of Uzbekistan, the Resolutions and Directives of the Cabinet of Ministers of the Republic of Uzbekistan, the Board Resolutions and Orders of the Ministry of Higher Education, Science and Innovation, the Regulations on Higher Education, the Charter of Karshi State University, and the Statute of the Council.
The Council carries out its work in the main areas related to the activities of Karshi State University. In particular, it performs the following functions:
In accordance with the Law “On Education,” the Council examines the strict implementation of state educational standards, curricula, and programs, and determines recommendations and assignments on priority issues.
It reviews and makes relevant decisions based on the reports of faculties on educational, research, and spiritual-enlightenment activities; on the performance of academic lyceums and scientific societies under the university; on the admission results presented by the Admissions Committee; as well as on the reports of the Student Internship Department regarding the demand for graduating specialists and cooperation with employer organizations.
The Council discusses the implementation of plans for scientific research and spiritual-enlightenment activities, as well as issues related to the professional development and retraining of academic staff, and adopts appropriate resolutions.
It also approves the university’s annual and long-term development plans, reviews the results of material, technical, and financial-economic activities, and makes corresponding decisions.
The Council makes decisions on establishing, reorganizing, or closing faculties and departments, as well as on launching or terminating the training of specialists in new bachelor’s degree programs and master’s specialties, taking into account the proposals of the Student Internship Department.
In accordance with the Regulation on the Procedure for Recruiting Academic Staff to Higher Education Institutions on a Competitive Basis, the Council conducts competitions for academic positions such as professors and lecturers.
It reviews the documents of candidates for the academic titles of Professor and Associate Professor and submits them for approval in accordance with the established procedure.
The Council discusses issues related to the provision of the educational process with textbooks and teaching materials, the preparation and publication of new-generation textbooks and teaching aids, and the development of educational-methodological complexes based on innovative teaching technologies.
It recommends candidates for doctoral, basic doctoral, research intern, and independent researcher programs, approves their individual research plans and dissertation topics.
The Council adopts decisions on establishing cooperation with higher education institutions of foreign countries.
The Council consists of the Rector, Vice-Rectors, Deans of Faculties, Heads of independent units and specialized departments within the university, as well as leaders of public organizations. Representatives of other interested institutions, as well as prominent scholars and specialists engaged in issues of continuous education, may also be included in the Council. Currently, the University Council consists of 49 members.
