Djurayev Khurshid Gaybullayevich was born on July 19, 1983, in the Guzar district of the Kashkadarya region. He graduated from the Karshi Engineering and Economics Institute in 2005. He began his career in 2006 as a methodologist in the Academic Affairs Department of the Karshi Engineering and Economics Institute. In 2006, he served as an accountant for the “Hydrotechnics-Irrigation” specialized production enterprise. From 2006 to 2015, he held various positions at the Engineering Company of the Kashkadarya Regional Administration, including chief specialist in marketing and construction program development and organization of competitive bidding, head of the department, and deputy director for economic issues. From 2015 to 2017, he served as the deputy governor of the Guzar district of Kashkadarya region for economic and social development, service, and entrepreneurship issues. In 2017, he was appointed as the deputy director for economic matters and acting director of the Engineering Company of the Kashkadarya Regional Administration. From 2017 to 2019, he worked as the deputy director for economic issues at the Kashkadarya regional branch of the “Qishloq Qurilish Invest” limited liability company. From 2019 to 2022, he was the director of the Kashkadarya regional branch of the state institution “Engineering Company for Infrastructure Development” under the Ministry of Preschool Education of the Republic of Uzbekistan. From 2022 to 2023, he held the position of head of the regional department of the “Uzsuvta’minot” Joint-Stock Company for the construction of water supply and sewage facilities. Since March 17, 2023, he has been serving as the Vice-Rector for Financial and Economic Affairs.

  • Organization of implementation of laws of the Republic of Uzbekistan, Presidential decrees and orders, resolutions of the Oliy Majlis and the Cabinet of Ministers in the field of education and training;
  • Organize educational, scientific, financial and spiritual-educational work on the basis of state educational standards and provide training of qualified personnel;
  • Ensuring that all deans and departments, heads of departments and teachers are fully aware of the content of knowledge and the set of requirements for the level of training in accordance with state educational standards;
  • Management and coordination of financial and economic activities;
  • Management and coordination of planning and finance, accounting, marketing, economic departments;
  • Organization, management and coordination of construction, repair, landscaping and gardening;
  • Attracting extra-budgetary funds through the establishment of additional paid services (publishing, household services, paid training courses, rent, sponsorship, dividends, etc.) within the existing material and technical base of the higher education institution to expand the work and thereby develop proposals for financial incentives for faculty and staff;
  • Formation of extra-budgetary funds and other special extra-budgetary funds from tuition fees for students on a contract basis;
  • The state budget provides for the development of revenue and expenditure estimates of funds received from the training of students on a fee-for-service basis and on the basis of entrepreneurship, and their submission to the relevant ministries and departments for registration with the Ministry of Finance;
  • Supervise the execution of cost estimates of the higher education institution, financial and economic activities, accounting for foreign exchange transactions;
  • Development and implementation of measures for the preparation of educational and laboratory buildings, dormitories and other ancillary buildings and structures of the higher education institution for the autumn-winter season and the new academic year;
  • To study the state of the material and technical base of the higher education institution in the context of economic liberalization, to develop and monitor the implementation of measures for its development;
  • Organize investment activities;
  • Reconstruction and overhaul of existing buildings and structures, review of design estimates, conclusion of contracts, acceptance of work performed and quality control;
  • Ensuring proper compliance with state, budget and accounting discipline and control over accounting and reporting;
  • Develop and implement measures for the rational and economical use of budget and extra-budgetary funds, as well as utilities;
  • Develop and implement measures to improve the remuneration of professors and staff of higher education institutions, the development of accounting and reporting;
  • Ensuring timely payment of salaries and student scholarships to faculty and staff of higher education institutions;
  • Controlling tuition fees from contract students.
