Ilkhom Rustamovich Bekpulatov was born in 1985 in the city of Termez, Surkhandarya region. He earned his bachelor’s degree from Termez State University in 2008 and completed his master’s degree at Samarkand State University in 2012. He holds a doctorate in physical and mathematical sciences and is an associate professor.

Bekpulatov began his academic career in 2012 as a laboratory assistant at Samarkand State University. Over the years, he has held various positions, including assistant at the Department of Theoretical Electrical Engineering and Electronic Technologies, senior researcher at the Department of General Physics, senior lecturer at the Department of General Sciences at the Ministry of Emergency Situations Academy, associate professor of the Department of General Physics, and head of the Department of Biomedical Engineering at Tashkent State Technical University. Since September 23, 2023, he has been serving as Vice-Rector for Scientific Affairs and Innovations at Karshi State University.

• Organize the implementation of laws of the Republic of Uzbekistan, decrees and orders of the President, resolutions of the Oliy Majlis and the Cabinet of Ministers in the field of education and training;
• Organization of educational, scientific, financial and spiritual-educational work and training of qualified personnel in accordance with state educational standards;
• Ensuring that all deans and heads of departments, heads of departments and teachers are fully aware of the content of knowledge and the set of requirements for the level of training in accordance with state educational standards;
• General management and control over the activities of scientific laboratories, departments and other scientific departments of the university, as well as the issues of attracting research projects and grants, the introduction of innovations;
• The process of preparation and publication of teaching materials and research papers, including journals and collections of research papers by the staff of the university, as well as teaching methods and research in all areas of educational and research activities of the university provide general guidance on replenishment of the library fund with scientific periodicals;
• Coordinating the planning, organization and conduct of scientific, scientific-practical conferences and ensuring the participation of professors and staff of universities in scientific conferences held in other organizations and enterprises, promoting the formation of scientific schools in universities, effective scientific activity to carry out incentive work;
• Ensuring the training of highly qualified scientific and pedagogical staff through the development of master's, trainee-research and senior research institutes in higher education, and facilitating the timely acquisition of academic titles and the establishment of specialized councils;
• Managing and assisting the process of searching, selecting and working with talented young people;
• Participate in the development and approval of the theme and content of the research part of foreign grants in cooperation with the International Departmen.
• Carry out all research work, projects and grants, monitor the conduct of scientific conferences, compile and submit (defend) all necessary reports for higher organizations;
• Manage the process of preparation of prestigious scholarship winners of the President of the Republic of Uzbekistan, Navoi, Beruni, Ulugbek, Zulfiya and others from among students and interns;
• Creating the necessary material and technical base for the development of scientific activities in higher education, managing and coordinating the process of providing and distributing appropriate scientific equipment.
